Even when God forgives our sins, he does not promise to remove all consequences created by our actions. When someone has been significantly hurt and feels hesitant about restoration with her offender, it is both right and wise to look for changes in the offender before allowing reconciliation to begin. Can you forgive someone without their apologizing? The evidence is clear that if people apologize, it is easier to forgive. Forgiveness, though, is not limited by that. You can forgive even if the person utters no conciliatory words and suffers no apparent consequence, because forgiveness is always for you (Baker, 2008).
